Nigel Dean was a Pro rider (from the Isle of Man) in the 70/80's and famed for his crapping in a racing in a racing cap while riding on the bike in a race- source Tony Gowland (TG). Other thn that he was gutsy rider.
I'd suggest, as was the fashion in those days, that the frame was made by somone else and stickered up with his name, although the design may have been his, as was the componentry too.
Bob Jackson and a few others (eg Merlin) did make their own frames.
(Pat Rohan frames certainly weren't made by him, or anyone in his employ until much later.... ie Ron Thomas, off the peg frames were bought in, made to measue were built by Edwardes, many other shops did the same at the time eg Mal Rees, Don Farrell, Bird's cycles, Also - a respray would have the shop's name on the frame unless you specfied and paid otherwise for it).
Its still a piece of history no matter what though.
