Bad idea. It will encourage insecure and poorly trained cyclists to hug the kerb throughout left turns and suck them up into the killing zone alongside left turning HGVs and buses.
Often you cannot see to the end or a queue of traffic and riding up the inside means that you are riding into the unknown. At least riding up the outside you can duck into the traffic again, or ride wide and see further up the queue. The drivers in following vehicles are more likely to see you too.
If he wants to make a difference he needs to get lorry firms to trade in large poorly maintained vehicles for smaller, lighter vans, hopefully even electric or low pollution vehicles.
He should get rid of roadside railings, especially at junctions.
He should just STFU!
