Strikes me as reasonable, since such a lot of the funding thus far seems to have been spent on meaningless application of paint to the roads and the creation of a network of cycles-routes-to-nowhere-in-particular to encourage people away from the direct routes. Relatively inexpensive policy changes (this idea, and perhaps start enforcing ASLs for example) strike me as much better means of encouraging cycling than pissing away money on "provision theatre".
