I don't think I'm speculating, the second bike in the line has the same handlebar set-up and clearly appears to be a Rossin. Admittedly I didn't notice until the response that it's the only obvious Rossin in the mix there...

whatever! But the "R" on the head tube stands definitive for "Rasputin Wodka" :D
