I think you/they might be getting taper and threading mixed. ISO taper possibly gets referred to as Italian because Campy use it (as do Phil Wood who spec all their stuff to Italian/ISO standards even down to lockrings) and Sugino 75 happen to be the exception to the Japanese kit = JIS taper I think.
BB threading is independant of that and unless you are buying a made in Italy by genuine Italians frame you would be very unlikely to come across a frame needing an Italian threaded BB.
