A lo-pro generally refers to a bike where the head tube is lower than the height of the top of the seat tube. This was common in the 80's and 90's and was done to give the rider a lower profile for TT'ing or the pursuit. They soon became referred to as lo-pro bikes.
The more extreme frame designs with curved tubes and smaller front wheels were often referred to as "funny bikes".
