Why do you need to buy a headset? Sorry, it's not meant to be a stupid question, but if the bearings are shot, these are easily and cheaply replaced. There's not much more to a headset, other than those bearings, the crown race (which may/should be fitted to the fork if you have the one that came with the frame), and top cap.
If you do need a headset and don't know what you're doing, take it to a decent shop - integrated headsets aren't expensive and you'll save hassle getting someone who knows sorting your out.
