His car might be insured even if he doesn't have a UK licence. The police probably told him to go away rather than get into more trouble. In theory if you have a crash involving damage or injury both sides should stop and exchange details. A driver should have a licence that should be proof of address. A cyclists doesn't have to carry proof of id (yet) so they don't have a way of proving their address.
If you are a member of one of the cycling organisations (eg. LCC) you will be covered by third pary insurance that gives you cover against claims. This guy obviously wanted cash today rather than be tracked down. If you do exchange cash then it might invalidate any insurance claim.

I think that, since the police were involved, he's unlikely to do anything to bring you to harm, such as waiting at the end of your road in a hat pulled low and a large dark coat, hefting a pickaxe handle wrapped round with lead cable.

if they let him drive off then he had valid insurance its probably his licence that was not in order.
if he wasnt insured to drive they would have had the car taken away on a trailer. -

Glad you were ok. Work address is a great idea, The cycling-away-surreptitiously option works best if you go for it like hippy said, and chuck in some u-turns / one-way streets / some RLJing!
