  • His car might be insured even if he doesn't have a UK licence. The police probably told him to go away rather than get into more trouble. In theory if you have a crash involving damage or injury both sides should stop and exchange details. A driver should have a licence that should be proof of address. A cyclists doesn't have to carry proof of id (yet) so they don't have a way of proving their address.

    If you are a member of one of the cycling organisations (eg. LCC) you will be covered by third pary insurance that gives you cover against claims. This guy obviously wanted cash today rather than be tracked down. If you do exchange cash then it might invalidate any insurance claim.
