Nice diversionary tactic, going down the metaphysical route, but the issue is a concrete one.
Of course, your behaviour is rational, it's just your incentives which are perverse. Your job relies on persuading your paymasters (ultimately, the public) that there is a problem, yet your job is to solve that problem. If you do your job successfully, you will soon be unemployed. Therefore, you behave rationally in your own interest not by solving actual problems but by trying to find more problems, and if necessary create them where they didn't previously exist. If you can create a new problem and then solve it, you get to meet your performance targets without effecting any real change, so at the end of the year you can still cite the (mainly fictitious) problems which you haven't yet solved to justify your continued employment.
The above is a general critique of all public servants, and is not specific to your area of interest. In your own field, the Equalities agenda has been an unmitigated disaster wherever it has been allowed to practise its pernicious separatist dogma. There is a corrupt codependent relationship between separatist special interests and professional troublemakers like yourself, and neither party is any better than the other, since they now both draw on public funds.
Now, a lady cyclist, for the people using this thread for its intended purpose

The problem is not political correctness, it's political interference in private affairs regardless of the standpoint of the interfering busy body. Thomas Paine identified the problem, and it's source, 150 years before Mao invented political correctness; the main action of governments is to promote their own interests, at the expense of the general population. One of the principal means used by governments to achieve their ends is to pretend firstly that there are great problems, and secondly that government action will solve such problems. Where authentic problems exist, they frequently originate from previous government interference, they are always grossly exagerated, and the solution to them invariably comes at the hands of common people acting with common sense, in spite of obstacles created by interfering governments.
Now, can I interest anybody in a lady cyclist...
