In all fairness, you have the enormous advantage of getting a track frame for cheep due to the size, especially japanese one when 49cm go for less than a 55cm one.

i think that it is more difficult to find a small frame. i've had the same problem and even looking at road frames is difficult all the nice ones are really big :(

It's difficult - few lugged frames were made under 21" by British builders. If you can forego (or at least postpone) owning classic British steel then keep your eyes open on ebay for 80's/90's Italian frames* - they're little buggers and loads come up in the size range you're looking at. I'm keeping my eye out for my other half at the moment, she's 5' 3" but I'm fairly certain that she can get away with a 21" as long as it's a tad shorter in the top tube as she had a bike fitting session with Paul Hewitt last year.
*Edit to add - they should have forward facing horizontal dropouts, don't be put off if they look shorter than on older bikes as there's still enough adjustment to get chain tension sorted.

i have been looking at italian ebay with no luck the nice ones were all 53cm and they are too big for me i have a pennine frame that is 20" and i think that this is the limit for bigness i a 1.60 m 5f 25

I'm having exactly the same problem - 1m59 and can't find a frame anywhere that's not super expensive...
I'll keep my eyes peeled for anything for you fellow shortarses if I find anything in my search. -

Just scored a rather nice purple and gold nelson cycles frame. classy, built in kent, v small(not measured yet, long forward facing dropouts and nice paint/lugwork. bit chipped all over but i think its ace.
Sadly its not for sale but if you know where to look you shouldnt need to spend more than 50notes on something light with a bit of character. Go see rob at sargent and co, he's got a good stash of small road frames. -

Tika, I've been in contact with a bloke who reckons he's got a 19" 60's Flying Scot track frame (wasn't able to measure the frame to confirm), I'm sceptical, but if it's a 19" or 20" I'll forward you his contact details.

I bid on a frame on ebay last night thinking it was good, before I realised the dropouts where horizontal... Still, was very cheap... when I bid it was about £1 (+£11p&p)...
I think you should give the wonderful world of converted road bikes a try though...
