lose the mudguard and spok, change the stem (i dont know a lot about 1 1/8 stems but it looks like there are a few too many spacers), and the colour of the rims
I'd say lose the mudguard, spok, bartape, frame, and the blue spacers..

It's a false dichotomy. Many bikes, including this one, exist in the vast useful space between porn and anti-porn. It obviously didn't get this way by accident, so it's likely to be just how the owner wants his utility bike to be without trying to be something it's not.
