Get that tablet on ebay… they're only useful for mac monkeys. Proper designers are more at home with a mouse or pen & paper. Once you've sold it we'll all be happy to help you out.
Er no. Have you ever tried to draw something with a mouse? The whole point of a tablet is that it's a bit like a pen and paper but... wait for it... you plug it into your computer! Honestly, if I had to use a mouse every day I would cry.

The advice i'd give you, which i've given to a few other people in MCR is to go to the Velodrome and see what is being sold on the notice board there, you'll be buying a bike that has rarely, if ever been used off the track, and will be at a much better price than you'll get on ebay. With a lot of juniors racing you''l find bike or frames they've out grown for sale as you're after something small.
One thing you'll want to check tho' is whether the wheels are for Tubs or Clincher tyres, you'll want clinchers for ease of use, pucture resistance & durabilty if you're skidding....
Just pop up there and ask where the notice board is... I can happily give you this advice cos' at your height you're not gonna be buying anything i want...!!! Good luck finding a ride....
Never thought of that, thanks alot, i'll check it out as soon as I get back

Pretty much sold now guys, thanks for all the help and suggestions!
I need to buy one of those pads.
I have parts to swap, but alas, no spare frame. I'm happy to help out with cash. What size is the tablet and how old?
