That doesn't really matter that much--what matters is that cyclists won't have set routes. It's the number and volume of vehicular traffic, particular HGVs from the construction industry, that causes people to come to harm. Fingers crossed that other factors will mean a continuing reduction in casualties, but care needs to be taken around every major construction project.
