The only thing we can do is try to break the state's power and keep it fragmented, so that no single group can hold a fiscal nor a political monopoly.

Unfortunately that requires people to be in charge of keeping things fragmented...which will only result in hundreds of people having to help them do so...before you know it, you're back to having a pseudo government again.
