I feel like standing at a busy road junction one weekend and just photographing drivers using their mobiles whilst driving. And making it obvious whats happening, include their registration number in the photo too. Then send the photos onto the police.
Various police forces do community enforcement programmes. Basically you and a couple of mates go and stand out with a PCSO noting down a particular offence (usually speeding) and the driver gets a letter and a warning on their record.
Legally, I don't think the police can act on evidence that they haven't gathered themselves, so no fines could be issued on a report from the public. However, they can choose to notify a respondent that they have been advised that they have a claim that they have been observed breaking the law.
Tower Hamlets Wheelers did just this kind of exercise with people driving into ASLs. Included three cops and most of the rolling fleet of tfl vehicles.
