When I used to work in Westminster I used to knock on the windows of cars at traffic lights if the drivers were on the phone and flash my ID at them. Always worked at getting them to hang up. I didn't even work for the police.
I reckon you should do it. Although sod all is likely to happen, in the event that the driver gets hauled up for a serious incident, I think new regulations mean these reports can be called into consideration.
