thats a standard 700 rim, 32 would be the max, depends on tyres though. increased risk of rolling off.

schwalbe marathons are pretty strong
schwalbe marathon plus are really strong but heavier.

ted is using that 38, but with the charge rims which are wide.
80-90psi is fine on those tyres

Wider tyres will not have the higher pressure rating because they don't need it for their intended use. Just pump them up to 100 psi and they will be fine.
I used to pump up a cheap BMX tyre rated for 40 psi to 90 psi.

the Randonneur are labelled 85psi but you can pump it up to 120psi easily and end up feeling thinner than they are.

At 120 psi you are more likely to damage your rims due to lack of cushioning unless you are bottoming out regularly I'd leave it at 100 psi max

they are thin as they are designed for a 22mm touring rim
