Well continuing my massive procrastination today, according to the Trick Track thread the picture is from, it's his (or her) winter fixed bike, and I was right, it's a 34 on the front. All hail my awesome counting eyes.

I can only assumed that some people think the upright position is correct since it felt 'comfortable'.

Well, if it's how he (or she, if it's an amazon or something) gets the most out of riding, then I'd be willing to say it is the 'correct' height. It does look a bit silly, though. And it doesn't help that it's a tall frame.
