Something along these lines is being done at a school is oxford
the kids are getting to convert speedway bikes and build wheels for them and everything.
So far as I know a school is paying for it (I'll investigate to be sure)
which means if anyone already has a relationship with a school to do riding training or maintenance classes this can be pitched as an extension of it.
