Yeah they're R8-RS Bearings, can be bought from any bearing supplier for about £3 each. Needs a good lube too.

Yeah you need a Surly Fixer i think. It was sold to me as in 'good' condition by Marcola on the forum a few weeks ago, and it's been sitting around since. To be honest it's not good condition, it's useable. Free to come take a look tonight
