Also, does Hackney LCC have any links with the Met in the Borough?
We have done work on bike theft with them in the past. As cycling in Hackney has simply skyrocketed (good), the change in policing bike theft just hasn't happened quickly enough. A new campaign may be in order. If you want to get involved, come to one of our monthly meetings:
