if (in the way that I understand the term 'slant eye' to be used) 'round eye' is a derogatory term then yes, they are both offensive..
The cultural differences between the west and Japan don't factor into it if by 'round eye' Japanese people are saying that something abnormal to them is somehow a bad thing..
