you don't need a lot to build wheels. I've been building wheels since the late 80's. I built wheels using top end gigs and built wheels with no gigs (just a spoke key and a frame).
Built a pair of wheels this week in a frame. Takes a bit longer but can be done.
A really good book, and worth the £9, is this one
