I'm loathed to click safety. Because it depends on the way it's achieved. You could argue the streets are safe by imposing a military curfew... hardly conducive to cycling though.
So on that front I think I could only choose between freedom of the streets and no more bike theft. Out of those two, not having experienced bike theft for 20+ years, I'd opt for freedom of the streets. I think that might only be achieved through mad max style antics though.
