Minimum you'd need is a cardboard dishing tool, ruler, spoke key, screwdriver (although a nipple-driver is that much better), a pair of forks and a something other than forks to build a rear wheel on (using the frame is ok).
I use a an old bank card with a square cut out of one corner, bulldog clipped to frame/forks to act as a gauge.
A truing stand would be a great thing to have though, a lot less faff I'd reckon..
