Phone the guy and get his insurance details.
If he won't give you that get the Police to chase it up for you.
You'll need a Police incident number anyway.
Don't mention the lack of brakes, it's unlikely the driver noticed anyway. Pop a front brake on before you trot it up to the shop...
If you don't do this then you are effectively giving people the impression that they can get off scot free with injuring cyclists and damaging their bikes.
The accident figures also need to accurately reflect what's happening on the streets. If we don't report accidents, then as far as the authorities are concerned, everything's peachy.
