I wish I could find out for certain - I've lost contact with the racer I bought it from him, and have no idea who the maker was.
if I got the frame weighed, would that give any indication? or maybe I could get a veteran frame-builder to have a look over and take a guess.
Your frame looks very very similar to this one, in terms of the lug styles/geometry/clearance etc.
As you can hopefully make out, it's a Sirius frame with Reynolds 731 tubing. This one is 130mm spaced at the rear, and takes a 700c front. I'd say it's definitely worth more than the £60 you paid, but really it depends how much people are willing to pay for it! :)
I reckon you could run it fixed with a half link chain and a bit of luck.
