I still don't understand how Sosenka's bike was deemed legal by the UCI. If you read Michael Hutchison's excellent book, The Hour, you'll know how much hassle he had in getting his bike approved. Sosenka's is an abomination.
And I'd wager a lot of money that he was doped to the eyeballs when he broke the hour record.
Hutch had a problem because his frame sponsor didn't read the rules. Sosenka's bike has round tubes >25mm dia, rims that fit inside a 25mm sq box, >20 wire spokes etc etc. The wishbone seatstays might be a bone of contention (see what I did there?) for a persnickety scrutineer, but so much of the record attempt looks like it flew under the radar that I doubt whether bike scrutineering was very thorough anyway. In UCI competition, what is "Legal" is whatever an individual commissaire decides is legal on a particular day
