^ Yes Evans and CS and pretty much any bike shop should let you use their pump. You have two CS in spitting distance of Bishopsgate.
You shouldn't leave the house without a pump and patches. I've got one of those Crank Bros ones and it and a repair kit with a multitool in it fit in back pocket of a pair of jeans with ease.
There's no excuses really.
