You did the right thing.
There are far too many drivers texting and talking on the phone (without handsfree). The tell-tale signs are drifting left (usually towards you) and pulling out too far into a major road from a minor.
I tend to rap my hand against the car and tell the driver to get off the phone because he just hit me.
