All frame makers will be able to repair it. Argos in Bristol do. It will require a new seat tube though. £80-100+

Similar thing happened to BoBoB's Stan Butler, he got his fixed up... What frame is it? Worth fixing?

Ouch, not good. Like others have said, a frame builder should be able to sort it for you.
The question you have to ask yourself is:Do I pay to get it fixed, or do I use this as an excuse to treat myself to a new frame?
kinda bummed to realize that this is where the squeaking noise was coming from, thought it mightve been my loose cranks.
even if I could weld this hunk of junk, anyone know what thats gonna be?
