46 - 22 is a bit high, that was my first gearing and almost immediately went to 36 - 22 which was much better. you can find 24t cogs occasionally, but they're not particulary common. i'd recommend finding another c-ring, if you've got 130 bcd cranks you should be able to easily find something in the mid 30's. spin ftw!

3/32 is fine on a cog.
