"Shot in" seat stays were around 1970ish and later. The practice of respraying and re-stickering was a well known feature then, and to this day too.

In those days a shop cpould order frames from anyone and have their name stuck on them eg Edwards of Camberwell was one of those frame suppliers- I had three from them with Rohan stickers put on them.
