I've never cycled SF-LA, or even parts of it. But I'm jealous! I assume you mean riding bits of Highway 1? Not even sure if it is possible but it's renowned as a great roadtrip in a car.
Missing Link Cycles in Berkeley will loan you tools for free to use in their workshop should you need it. You can get the BART across from SF.
