If theyre 26 x 1 3/8 your talking a bead-seat diameter of 590mm, if it's 1 1/4 section it'll be a bead-seat diameter of 597mm, which if you take into account the tyre section, should add up to similar overall section as a 700c (622mm) with a 20-30mm section.

of course if they don't, depending on the out come of the titanium frame issues, I might have some fixed 650c wheels going.

might seem an obvioius point, but consider the width of the wheels as well.
frame ought to be 100mm front and 120 mm rear, saves you blundering around like I did a while ago. (newbie mistake that was)
I have an old raleigh frame which has 26 inch wheels, i wanna make it single speed and was wondering if 700cc wheels will fit? to big? to small?
