I would be cautious about messing with people's brakes. They may be loose but they would be what the rider is used to. I would be pissed if I were riding with loose brakes that I didn't know had been tightened if a light tap to slow down elicited a grinding halt.
However, I have anonymously oiled someone's chain at work once before. I just couldn't bear to see it dry and rusting.
