I think Plats meant that Harry should have seen there was an ambulance trying to get through, and (probably reasonably IMO) predicted that traffic would need to move out of it's way. (?)
it kind of is the guy on the bike's responsibility to ensure that a swerving car doesn't hit him if there's something predictable (and in this case, higher priority) that the cyclist knows is likely to cause the car to swerve. Sort of like keeping your eyes open and brain engaged to predict traffic turning left in to your path, or taxi's stopping when they're hailed for example.
