I'm not so sure about it. There may be but I think the incentive to just play in the warmer weather is enough to let throw-ins take precedent. Plus a little break to take some time to iron out all the wrinkles (rules/guidelines) would do some good.
Anyway, that's something to decide somewhere/sometime else.
