Crash-damaged steel frame / bent steerer / dinged tube / dead forks

My Rourke has a crack in the downtube and I'm not riding it until it's fixed. They've quoted me £100 to replace the downtube but they said they'll inspect it before a decision is made.** I don't want to part with the bike** and I don't want it to end up like that Batavus so I'll go without for a while.

Argos will also do frame repairs as well.

I don't understand, you don't want to ride your Rourke in fear of worsening the problem, yet you can't part with it to let the guy inspect it?
