Nitto bullhorns FTW - 38cm seem to be perfect for my shoulder width, and they're nice and narrow for squeezing between traffic. I didn't measure them, but instead just went for the narrowest width and they seemed to work.
If we ever get an Oxford ride sorted, you'd be welcome to try them out.
