If you're prepared to run 28 mm tyres (no reason why not to if you have the clearance) consider schwalbe marathon tyres. MA3K runs them and swear by the puncture protection. Also big amongst touring people.
I have the 25mm Marathon Plus .. and the puncture protection is really good, and it seems that they live pretty long as well.
But, they are heavy.. It's easy to feel the extra weight and roll resistance compared to fast and light 700x23c's... For winter though I don't mind..
Btw, I run the Marathon Plus's at about 7 bars.. They can run at lower pressures, but they get even heavier to push.
