Im 5'8 and 56cm is most comfortable for me with risers.

54cm top tube with drops.

Im sure youll need at least a 56, but probably more as its very tight geometry.

nope, on a track frame you should go down one size lethal. i usually would ride a 56cm being 5ft 10, but because of the b/b on a proper track frame being higher, you need to drop down a size, so mine is a 54 and it fits perfect.
