round the dustbin and through the railings/street sign - to which the bin you mentioned was attached
if they ask why the bin- or why you mentioned the bin say you were filling up the lock so that it could be a) smashed on the ground b) levereged off thus more secure including the bin
thats how i would get round it if the explanation is called for
