Go with normal cantilever instead of v-breaks. They will be good enough if setup correctly plus you will not have the hassle and expense of trying to get road leavers with the correct pull.

Bar end shifters and Cable stop (is there such a thing that fits onto/over DT shifter brazeons, anyone?) - you mean these? (we've got some at cavo, cheap like)
V Brakes, levers that'll work em (will levers for calipers not work?)
not usually, though you can get 'roll-a-majigs' that'll make em work, but still not great. go cantilever!
Racks (front bosses are low-rider I think... how do I tell?)
lowrider rack bosses should be 160mm apart (from centre of eyelet on back of front dropout to centre of fork braze on/drilling)
