I think my total bill was about $100 US, and then I got hit with the £28 customs charge. It was two charges, I think... the VAT fee and the 'handling charge' or whatever assessed by ParcelForce.
That said, I frequently have stuff sent to me from the US (including a messenger bag and some shirts and jumpers) and have never before been charged customs fees. So it's luck of the draw, I would think. But I imagine a frame would be a large package, and so it might not slip through the cracks so easily!
