why not get a bullhorn bar instead of a flat with bar end?
1+ on what GA2G said, it's a bike that is actually been used, althought that exactly why I got black rims on mine - doesn't show dirt easily, and it's being chrome, doesn't always look dirty despite being cacked with mud.
all you need to do is to simply keep the chain clean from dirt and grim really, that's usually the important thing to do on a fixed wheel bicycles.
