The '18' in DM18 probably suggests that the rim is 18mm wide, meaning that specifically you'd want to run road tyres on it, although you would be able to run a higher volume tyre such as a 35c...just be careful that the tyre bead seats properly when fitting, plus you wouldn't want to put any more than say 70-80psi in there IMO.
As for clearing the brakes, if you're running standard drop caliper brakes, then you might run into trouble?! If the frame and/or fork are fairly close clearence then i'd suspect they won't fit.
What sort of bike is it? And why the need for such big tyres? Is it to do with aesthetics, or for comfort? You could possibly come to a compromise of a 28c tyre; usually the biggest i'd recommend on road rims...still fairly forgiving, but no where near as much drag as a 35c.
