Shops that discriminate against cyclists

This reminds me of a really annoying sign in St James Square, which asks cyclists not to lock their bikes to the railings, as this poses a danger to passersby. (I'm intrigued to know how many pedestrians a year are injured by vicious bicycles jumping out and biting them.)

Clearly none as everyone obeys the sign and the danger is averted.
