paintworks in londons famous londons hipster kingsland road do OTP frames. i guess the 2:3 ratio is a standard size? they do custom mounts and frames too. i have only ever had custom sizes done there with museum board aicid free mounts. cost has been £40-50 but the standard sizes will be cheaper.
are your prints going to have a long display life? then acid free mounts are worth paying extra for.

Longevity is unimportant, it's just a cheap gift, so no need for acid-free or archival materials. 3:2 is standard ratio for prints from 35mm film. After much internet searching I've decided to invest in some foam board and a mount cutter, and go with tiny 18" by 12" prints (£6) in cheapish aluminium A2 frames (£15). Then I can mount the pic on a A2 foam core backmat and cut a window mount from another piece of A2 foam core. Not ideal, but seems like the only thing that will work without being mega expensive

Someone wants a few prints of my photos, 36" x 24"-ish. I want them mounted with a behind a window mount. The problem is, if you want custom frames it ain't gonna be cheap, especially at that size, and I don't have any mount cutting equipment. I remember seeing a huge frame in Wilkinsons (a.k.a. Wilko) a few years ago that had a 30" x 20" window mount, and if I remember rightly it was only about £7(!), but they don't sell them anymore (I can't see any on the Wilko website anyway).
Quality isn't important at all here, I just want a large frame with a 3:2 mount included, rather than having to buy seperate mount board and cutting equipment. I think the person's budget will stretch to about £30 per frame, but the cheaper the better. Anyone got any idea where I can get some, either on the high street or by mail order? Or should I just HTFU, buy frames seperately, go to an art shop and buy some mount board and a scalpel?
